The problem which affects the confusion of \"Begrudge\" and \"Envy\" is considered. In addition, we point out the seal of \"Begrudge\" in our country by the effect with bureaucracy. Finally, a modern meaning that \"Begrudge\" becomes a problem is reconfirmed. The pathology of \"Begrudge\" in our country is clarified above.
