 note = {P(論文), 学校では常に防災が求められる。学校防災は防災教育と防災管理の視点から学校教育活動全体の中で、組織計画的に有機的に行うことが必須である。2011年3月11日宮城県牡鹿半島、東南東沖130kmの海底を震源とするM9.0の東日本大震災が発生した。この地震により、岩手・宮城・福島3県の津波による死亡・行方不明者(公立小中学校)の数は342人に達したとされている。本論文では、津波被害の事例から学校の危機管理に関して考察している。日常の点検の中で、防災訓練を見直し、避難場所、避難経路、避難手段等々についてできるだけ対応を具体化させることが必要である。一つだけでなく、さまざまな代替案を設けて、何が起きても、また、どんな自然災害が発生しても対応できるような事前の協議や話し合いと職員の役割を明確にしておく必要がある。小中高各段階での情報教育の中では、子どもたちに「情報を活用する力」「分析する力」「課題を解決する力」等の能力の育成を図ることが求められている。生徒一人一人に緊急時に際して、自ら情報の発信や受信ができる力を身に付けさせる指導が必要である。, In any school, countermeasures of disaster or accident are always required. The countermeasures of disaster in schools, that include an education and a management, have to be well planned and well organized in any phase of educations in schools. On March 11, 2011, the Magnitude 9.0 East Japan earthquake/tsunami disaster was occurred. The Ojika Peninsula, Miyagi Prefecture was the closest part of Honshu to the epicenter of the earthquake. The number of missing and dead in the public elementary/junior high schools in Iwate/Miyagi/Fukushima Prefectures reached 342 people. In this paper, the risk management in schools is studied through an earthquake/tsunami disaster. The disaster countermeasures have to be practiced as many as possible. The evacuation place/path/ procedure are always re-confirmed and included multiple alternative plans to deal with any disaster and any accident. All school teachers must discuss and practice their rolls according to any disaster and any accident. In the information and communication technology(ICT) education class in elementary, jounior high, and high schools, the students should be educated for abilities of the utilization of information, the analysis of information, the solving problems, the sending messages to public, and the collecting information from the Internet. Those educations are important to each student for disaster and accident.},
